Tuheitia Paki ... greed & avarice

Issue 41 Te Hookioi contains a stupefying badly written blurb that Tuheitia Paki claims to have written. We all know that whakaruru is the phantom scrawler ... 




Most of it is puerile nonsense & makes pretentious claims of inflated importance, artificial status & apparent desire for more money from the tribe's purse.   

It is an indecent abuse of tribal money by the WRLT to allow such drivel to be published. 

The person / people who penned this nonsense exhibit an immaturity redolent of someone with little intelligence.

Headed up 'Office of the Maori King' the whining & bleating of how 'tough things are' for him is the single intention - to make people feel sorry for him. 

To begin: This piece of writing has been a difficult one for me to draft as I have had a lot happening & have done several things that made me change my mind three times while writing it. I looked the last piece & I could have easily picked up on that & continue on with those themes but the things I have struggled with are important and I felt I needed to make them known.

(Whew! What! What does all this really, really mean?).

Citizen Paki actually acknowledges that people are 'trying to make ends meet'.   

We the people paid (costs unknown) for his private trip to Hawaii on 'some important engagements'. 

Really what where they & important to whom?

So much for 'trying to make ends meet'. 

Citizen Paki also admits 'that different people have spoken to him about the cost of the coronation'

Yes so they should. It is an endless indulgence to someone who sits there, says nothing, takes all the koha & the gifts & what does he give back to the people?  Big fat zero!


Citizen Paki: 'TAA committee cut back the grant to the coronation committee'

What is not known is the total amount of money given/paid to this person since he began his pretentious occupation in la-la-land. 

Citizen Paki: the cutting of the grant is 'making things harder' to do.

Citizen Paki:  I am unable to comment on this as the tribe make their decisions & my input carries very little weight' - p3).

Citizen Paki is in serious denial with this incredulous comment. He is only kidding himself. What about his push to interfere & the outrageous & illegal attempt to sack the TKI chair in Dec 2010?  What about the demands he made for $20m. What about the money he gets as patron of the endowed college? What about swearing on a marae & telling people to 'fuck off'? What about his lap-dog Rahui Papa asking Nga Tuhoe for an appearance fee?  

Citizen Paki: 'I have had to cut back myself'

Really? How? When did you turn down the money paid to your office from WRLT?  When did you start paying for your own travel for you & your hangers-on? When did you start paying for the houses & the cars? 

Citizen Paki: 'I have the added responsibility of providing for my family & obligations. Sometimes I do not know how to make ends meet. I also suffer the indignities of having to ask for help & then to take help from those with lesser means but worse still I then have piled on me the criticism of acting like another selfish royal. I am long weary of this attitude to me & the personal attacks. It has taken its toll & I am afraid that it is beginning to show on me.  

This foolish person has no shame. He is stupid enough to admit he is asking for people 'with less than him'.  And yet he spits the dummy denying his is another 'selfish royal'.  Selfish - hell yes. Greedy - hell yes.

Royal? h=Hell no. Get bloody real man! You are not a royal. You have been one. You never will be one. 


Citizen Paki: 'Koroneihana is your time to have your say. It's your time & place to tell me & the chiefs of the motu who put me on the throne that I am not fit to be the head of the kingitanga. 


The time to tell you is now - quite simply you are not fit to be the head of kingitanga or any thing for that matter. The kawenta that people have signed means nothing. It has NO legal effect. It does NOT give you any authority at all. 

We live in a democracy. The zealots you send out that are pressuring marae committees to sign this worthless piece of paper shows the underhandedness you use to subvert the democratic process.

So if people do not sign so what? Pressure & intimidation & visits from bullies & goons & implied accusations of not being loyal to you. 

What do they get it they do sign it?  Nothing. Zero. Zip. Nada. 

Thankfully people are beginning to wake up to your manipulations is now gathering force against the actions of the zealots you pay to fall on their faces & do your greedy bidding.

Many families have worked hard all their lives to protect their homes & families & you are undoing it with your greed. You are not fit to be in any position.

Citizen Paki: He refers to his position as a dynasty & pretends he is a monarchy. He says he will take the kaupapa globally & will protect it from harm or criticism -p5'. 

There is no dynasty. There is no monarchy. This is artificial posturing & a nonsense.  Who simply cares about this person globally? What powers does he have? He has no statutory position, role or is he endorsed in any legislation or regulation. 

All he is signalling he wants more money from the tribal purse because he wants to progress 'his succession plans & build the kingitanga far beyond what it is today'. 

Whatever that means!


MONEY PAID FROM TRIBAL RESOURCES FOR THIS OFFICE
At 26 Nov 2010, TAA resolved to:  Underwrite Mahinarangi restoration work to the value of p to $1,946,000 & to work with the Office of the King to offset the costs in consultation with Te Kauhanganui'

 2012 OFFICE OF THE KING WANTS ANOTHER $900,000
TAA says it approached seven iwi & a number of funding agencies but the project did not meet criteria for external funding & was unsuccessful.  Te Puni Kokiri kicked in $359k.  

In May 2012 Greg Miller put a resolution to Te Kauhanganui that it approves a one-off grant of $900,000 (GST inc) to settle all outstanding construction costs relating to Mahinarangi & Turongo House.

At May 2012 meeting TAA put up this 'budget'.

4.7 Ururangi Deed of Funding
4.7.1 Introduction
The Ururangi Deed of Funding governs grants provided to the Office of the King for their day to day operations. Grants provided for the period under review are as follows:

  • FY2009 - $1,263,317
  • FY2010 - $1,280,000
  • FY2011 - $1,176,745

For FY2009 payments were directly processed by WRLT for transactions relating to the Office of the King. The grants for FY2010 and FY2011 were paid out in three instalments. 

Grants for Koroneihana, Kiingitanga 150 years Celebrations & Turongo / Raukawaiti / Mahinarangi have not been included in the above balances.

4.7.2 Policy reference
The following clauses of the Deed of Funding refer to financial reporting responsibilities of the Office of the King:

Section 3 – Conditions
;The Grant will be made available to the Recipient provided:
(i) Compliance- In addition to the annual funding forecasts and proposals, the Recipient will provide a six monthly forecast report...to the Chair of Te Arataura and the CEO of the Trustee, outlining the proposed use of any grants in the upcoming six month period.'
(k) 'Any part of the Grants which have not been used in accordance with these provisions must be refunded to the Trustees...'
(m) Audit- 'Within 3 months of the end of each 31 March financial year, the Recipient must produce a special purpose statement of revenue and expenditure...'
(o) 'Te Arataura may also, at any time, on behalf of the Trustee, take such steps as it considers reasonably necessary to audit the Recipients:
- Use of the grants
- Compliance with the terms of this deed.

4.7.3 Key observations
KPMG states: 'We were not provided with evidence to support any reporting back as required per the above clauses from the Office of the King to Te Kauhanganui in relation to the utilisation of funds'.

OBSERVATIONS & SUMMARY
The 1995 Settlement was negotiated for the benefit of the people. Not for the benefit of one family & their hangers-on. 

How much more money will this person demand & claims he needs to be  paid from the tribal purse? 

It is obscene that so much money is being handed over with no evidence of alignment with the Deed of Funding criteria.

And for what benefit & to whom?

Not one more cent of tribal money should be paid to this individual or his office or for any of his hostings or private travel. He & his family & hangers-on have lived very well off the tribe. It is now time to stop the abuse, the greed & the capitulation by WRLT & TAA to this greedy lazy individual of any more settlement money.
